I used to buy it all the time with my Brazilian card. Since last month, it says "We couldn't confirm local pricing for this checkout, so a region-free pricing has been applied. If this seems incorrect, please try again with your default connection settings." and the prices are updated.
This doesn't sound "same" at all. So far the common bug has been that people couldn't select their local currency, but only USD prices, while it sounds like you see prices listed in BRL just fine, but only have an issue on checkout? I haven't ever seen that particular message reported before.
Just to confirm: You're not using a VPN when this happens? (Because it very much sounds like an anti-VPN measure.)
Have you tried opening a new private window, logging in there, and then seeing if you can buy something at Brazilian prices? If that works, then clear cache and delete cookies in your main browser window, and this should be solved.
If the new private window gives the same message, then GOG's location detection service doesn't know how to handle your IP address / erroneously classifies it as a VPN. Contact support, specifying both when this started, your IP address, and that the behaviour remains the same in a new private window. You might need to tell them a few times before they'll escalate to somewhere capable of adjusting their location detection.
