I'm not sure that code will give him what he was asking for. Franco, always google console commands before inputting them. tmm 1 reveals all the locations on the map as far as I know.

Probably a mod that messed something up. Try uninstall and reinstall the game and see what happens. My version of Oblivion from GoG works great with no issues.
