Well, technically, it was interactive. You made choice A or B, or "just do the right thing in the right time or die".
Even with a minimal "interactivity", you're not (completely) passive like when watching a movie.
But, yes, interactive movies have been an epic fail, mostly because they were created very quickly only to promote the CD support.
