My system:
i7 2600 (no k)
6870
8 gb ram
1 tb HDD (in my index this got a 5.9 and was the lowest score, not sure if that matters)

But every step i take it skips in frames and it very annoying...I had the same issue in BF3 but a patch fixed it. Any suggestions? (settings don't seem to make a difference..high low doesn't matter)

Hey man, I've been lookin' around and I've come up with these.

03. How long has it been since you defragged? Perhaps give that a whirl.

02. Page File/Virtual Memory, disable it, you shouldn't need it with 8gigs of RAM anyway. Perhaps TW2 is trying to use VM for whatever reason.

01. Finally, you could try this, if you're feeling adventurous. I found that fix linked here and here. People are claiming it works, just be damn sure to scan it first.

Side note: You said you got stutter in Bf3, but a patch fixed it. I got tremendous stutter, (to the point where the game really wasn't playable), in ME3. Figured out it was the Origin overlay, disabled it and it plays just fine.

Disabling the Page File when you have large amounts of memory is a slight misnomer.
There has never been a good reason to completely disable the page file in Windows.
You might do it for testing, but should never leave it off for good, no matter how much memory you have.

Do a Bing or Google Search and you will see that no one recommends turning it off for any reason.

Some Applications will not run properly without a page file.
Also, Dump files (when something goes wrong) will not generate without a page file.

This has been debated for the last 10 years, and the common knowledge today is, don't disable it. Windows 7 does a very good job of handeling memory.
But, what you can try is setting your page file static.

Search Bing or google for appropriate Page File sizing
In Win7, the recommended setting is "Automatically manage paging file size for all drives"

Read this for more info, but search for other information as well.... (i.e. microsoft recommended page file)

I realize this is like a year late, but I didn't want to create a new thread to post an update.
The problem is still unresolved, Page filing didn't seem to be the issue, but I found a few things that help:
I got a fix (which consisted of setting the fps limit to 60 and render ahead to 1-2), but this only slightly resolved the stuttering. I found settings did not make a difference be they low or high, but changing the resolution to a drastically lower resolution seemed to do the trick.
So to play smooth I have to play at 1360x768 or lower, anything higher I notice stuttering that hurts gameplay.

I can also cancel out the video card being the issue, as now I am running a 7870. My system really should dominate the game, and I can tell by my frame rate that even maxed out I get really high FPS, the stuttering doesn't seem to be an FPS issue though.

I happened to run across a fix which solved my problem.

If anyone else has problems with the game you can message me and I'll give you the fix though.
