eric5h5: Yes, they changed it from 1.0.0.2 hotfix to 1.0.0.2 hotfix, clearly this is an extremely important change and must be downloaded immediately.
When I get an update notice I am not looking at the versions at that point. I did notice that the version of the update in both game cases was the same version as I already had AFTER I hit that first "Installer" file update download. Typically good ol' Windows hollers at you about wanting to replace the file by the same name (Version number) etc. That is when I usually do realize that there is an issue. It is rare in most cases but far too common on GOG when they get in a rush to post any updates to keep us off their backs.. LOL..
Simple "Human Error" most of the time. Once in a while they have a real fupah like with the Witcher 3 upgraded edition files a few months back. The files would download normally but when you tried to install them they came up corrupted so you get the message to download the files the scanner failed. This kept repeating multiple times over about a week before the team finally got the messages from the gamers that there was a problem with the update files. I get around this out of habit using that Windows "Same File Alert" tool so I don't even overwrite my last version download until I know the new one is fully functional.
This was not the first time update alerts came out for games but did not have a newer file version assigned to the game's files in the apparent update release. It's just common sense to drop a note somewhere so that the GOG team finds it and checks on what the issue may be. Heck. They could have a glitch somewhere that is releasing random UD alerts that may have resulted in multiple games alerted but not updated. That or someone tampered trying to get ahead.
We may never know.. It's all up to the IT and Coding team to fix.. If, and when, they can find what needs fixed...
